The answer may not be as obvious as it seems, because some Warner flats still have the original installation, which shares a supply across up to four flats. In this set-up the main supply comes into a ground-floor flat and is sub-divided to feed three adjacent flats. Each flat usually has an internal fuse of 30 or 35amps before the meter. As this is quite low for a modern household, these fuses can trip, leading to a power company call-out. In the past six months, when UK Power Network have attended these calls, they have claimed the earthing is not up to standard, stating it is the owner’s responsibility to do the remedial work. On one occasion, UKPN claimed their responsibility for internal wiring ceased in 2013, although it seems they failed to notify either the freeholder or leaseholder of their new responsibilities. On another occasion, UKPN knocked on the doors of the four affected flats, and insisted each resident sign a form stating it was their responsibility to make the earthing safe.
